Is there any free CAD software?

i'm a road construction inspector. alot of my reports involve large volumes represented in cubic yards. my issue is that i am in a totally different world than our engineers/designers. they are in the perfect world (in an office making drawings and calculations based on stadard drawings) and i'm in the real world (out in the field making drawings and calculations on the work actually being done). i'm sure some of you understand what i mean and i'm not trying to dog on engineers. this is just how things work. but i need to make drawings that are to scale and accurately represent my pay items and how my measurements are made. our agency does not provide CAD software for us. i am very well trained in AutoCAD. so is there anything out there that is free to download that is just for simple drawings based on units of measurent?

The California Dream Act, AB 130, would allow students who are in the country illegally to benefit from the same financial aid as other students in the state who attend public universities and colleges, according to a San Jose Mercury News story.
This bill is different than an earlier failed federal bill, which would have given some students in the country illegally a pathway to legal residency and eventually U.S. citizenship.
Supporters of the state bill said it will help students gain an education and eventually contribute to the workforce. Opponents say the already-strained state can't afford to help those who are in the country illegally.
A previous version of the bill passed the state Senate and Assembly in the past but Gov. Arnold Schwarzenegger vetoed it three times.
Assemblyman Gil Cedillo, D-Los Angeles, who reintroduced the bill Tuesday is hoping newly elected Gov. Jerry Brown will be more receptive to the bill, according to a Sacramento Bee story.
The fiscal impact of Cedillo's current bill is undetermined at this time but a previous version of a bill in 2010 would have resulted in more than $38 million in new annual expenditures from the Cal Grant program, according a calculation by the California Student Aid Commission.
The bill comes at a time when Brown has introduced billions of dollars in proposed cuts in the state budget, including to the public university systems.

I think that if the pro-illegals cry that the immigration laws are only for the federal government to deal with, then California can not legally have a bill of their own to supersede a law that is not in existence with federal laws already on the books. But then California lawmakers have been stupid for years. People of California can thank their lawmakers for dumbing down their children's education.

To add, a state can't keep giving breaks to illegal alien students without upsetting those foreign students who have had to pay for out of state/country tuition's. In fact continuing to give those breaks to any foreign student or illegal alien is why teachers are being cut from their jobs!
